  1. Plastic Park Scheme: Under this scheme, the Indian government provides funding up to 50% of the total project cost. In this scheme, 10 plastic parks have been approved in the states of Madhya Pradesh (two), Odisha, Jharkhand, Tamil Nadu, Uttarakhand, Chhattisgarh, Assam, Uttar Pradesh, and Karnataka. These parks operate at various stages of implementation. During the period of 2021 and 2022, 3 plastic parks have been approved. The detailed information about these parks is as follows:

  1. The aim of providing funding to established research institutions for the improvement of petrochemical technology and research with the objective of promoting innovation in polymers and plastics applications is supported by the Petrochemical Research & Technology Development Scheme. Under this scheme, the Government of India provides funding up to a maximum of 50% of the total project cost, subject to a limit of 6 crores INR, for a period of 3 years. So far, 13 Centers of Excellence (CoEs) have been approved and established within reputable academic/research institutions’ environments (as of the current context). During the years 2021 and 2022, 2 CoEs have been approved under this scheme.

  1. Shri Bhagwant Khuba, Minister of State for Chemicals and Fertilizers, inaugurated the (i) Tinkering Lab and (ii) Incubation Lab in CIPET: SARP ARSTPS on 22.08.2022, which can develop innovative and alternative fuels, chemicals, and fertilizers.
  2. The Ministry of Chemicals and Fertilizers, in collaboration with the Confederation of Indian Industry (CII), organized an international conference on chemicals and petrochemicals on May 24, 2023, in New Delhi.
  3. Awareness program for farmers on the safe and judicious use of pesticides, integrated pest management, organic farming, best agricultural practices, and the use of locally available materials for pest management has been organized in three villages of Beed district, Karnataka, by the Department of Agriculture in collaboration with IPFT, from 20-09-2021 to 22-09-2021.
Department of Fertilizer
  1. Revival of Fertilizer Plants : Ramagundam Fertilizers and Chemicals Limited, Hindustan Urvarak and Rasayan Limited, and Talcher Fertilizers Limited are three joint venture companies. Revival centers are located in Ramagundam, Barauni, Sindri, Gorakhpur, and Talcher. The Ramagundam and Gorakhpur fertilizer units have been inaugurated on 22.03.2021 and 07.12.2021 respectively. The remaining units, Barauni and Sindri, are expected to commence operations in June 2022, and the Talcher unit is expected to start in September 2024. Each of these units has an annual production capacity of 1.27 million metric tons, aiding India in achieving self-sufficiency in urea production.
  1. The prices of fertilizers and pesticides have been maintained at a reasonable level, considering international price fluctuations. In order to control the excessive profit of importers/sellers of fertilizers and pesticides at the international border town, a subsidy has been increased. This ensures an adequate availability of fertilizers and pesticides to farmers at a reasonable price.
  2. The Expenditure Finance Committee (EFC) reviewed the continuation of the Nutrient-Based Subsidy (NBS) scheme based on nutritional content in its meeting held on 02.08.2021 and recommended its continuation until 2025-26. The Cabinet also approved this on 19.01.2022.
  3. On 01.03.2018, an agreement was reached with Jordan for the establishment of production facilities for Rock Phosphate and MOP (Muriate of Potash) for the production and supply of Phosphoric Acid / DAP / NPK fertilizers for mutual benefit. Subsequently, after a meeting with the distinguished Secretary (C & F) from 13.05.2022 to 15.05.2022, it has been noted that the increased availability of fertilizers from Jordan is a reason for the availability of fertilizers for the Kharif-2022 season.
  4. On 28.02.2022, a notification (MOU) has been issued for the supply of fertilizers to Nepal, as part of the mutual understanding between the Government of India and the Government of Nepal.
  5. Special subsidy policy for urea produced through the process of desulfurization by Tata Fertilizers Limited (TFL)

Department of Pharmaceuticals:

    1. PLI for Bulk Drugs: Rs. 6,940 Crores
      1. Expected Employment Generation: 10,598 individuals.
      2. Production of bulk drugs such as Paracetamol (a precursor to Paracetamol), Atorvastatin, Valsartan, Levofloxacin, Lopinavir, Leviteracetam, etc., has already been initiated under 21 schemes.
    2. Production-Linked Incentive (PLI) for medical devices: Rs. 3,420 Crores.
    3. Expected Employment Generation: 6411 individuals.
    4. 13 projects have already commenced, producing 29 advanced medical devices, within A category, containing state-of-the-art technology.
  1. PLI Pharmaceuticals: Rs. 15000 Crores
    1. Expected Employment Generation: 100000 individuals.
    2. There is an expectation of generating more revenue beyond Rs. 17,000 crores.
  1. Medical Devices Park Scheme: Rs. 400 Crores
    1. In the next two years, significant consortiums will be established for the manufacturing of medical devices in the states of HP, UP, MP, and TN, within the Medical Devices Parks.
    2. A financial allocation of up to Rs. 100 Crores has been made for the parks to create world-class common infrastructure facilities for the convenience of GoI’s internationally recognized essential services.
  1. Bulk Drug Park Scheme: Rs. 3,000 Crores.
    1. large consortia for the manufacturing of bulk drugs will be established within the parks.
    2. Approval has been granted to the states of HP, Gujarat, and AP.
